Brazil’s severance fund approves R$13bn profit distribution to workers

The Workers’ Severance Fund (FGTS)’s Board of Trustees approved the distribution of R$13.042 billion to workers holding accounts in the fund. The amount represents 89% of the FGTS’s R$14.7 billion profit in 2025. In 2024, the fund posted a profit of R$13.6 billion and distributed R$12.9 billion, equivalent to 95% of its earnings. Caixa Econômica Federal, the state-owned bank that manages the fund, will distribute the proceeds by Aug. 31, in proportion to the balance of all FGTS accounts that had a positive balance as of Dec. 31, 2025. Around 138 million workers are expected to receive the payment. For example, someone with R$10,000 in the account on that date will receive R$186.83. Following the profit distribution, the return on FGTS accounts in 2025 will reach 6.9%, above the 4.26% inflation rate recorded during the same period, ensuring a positive real return for workers, according to Caixa. Under Brazilian law, the FGTS is adjusted based on the Reference Rate (TR) plus 3% annually, in addition to profit distributions. In 2024, Brazil’s Federal Supreme Court (STF) ruled that whenever this formula fails to match the Extended Consumer Price Index (IPCA), the fund’s Board of Trustees must determine how to compensate account holders. In practice, inflation now serves as a minimum benchmark for adjusting account balances—but only for deposits made after the court’s ruling. The FGTS’s return has exceeded the IPCA every year since 2016, when the Board of Trustees was authorized to distribute up to 99% of the fund’s annual profit. The only exception was 2021, when inflation surged to 10.06%. According to Caixa, the FGTS recorded its highest-ever revenue collection in 2025, totaling R$212.6 billion, up 10.4% from 2024, driven by higher employer contributions. Withdrawals reached R$190.4 billion last year, up 18.3% from the previous year, reflecting what the bank described as a “full employment” context and higher labor turnover. The main withdrawal categories were employment termination and severance payments (31.3%); the annual withdrawal option known as “saque-aniversário” (28.6%); housing (14%); retirement (7.5%); and severance payments related to the “saque-aniversário” program (7.2%). According to Caixa’s financial statements, the FGTS also posted a record high in loan disbursements in 2025. The fund released R$112 billion in financing operations, up 1% from the previous year. The performance was driven by a record number of lending operations, led by infrastructure financing, where disbursements increased 57.9%; sanitation projects, up 27.5%; and housing finance, which rose 4.2% from 2024. The FGTS’s total assets reached R$837.7 billion in 2025, supported by its lending operations and financial investments. Net equity increased 6.1%, rising from R$118.7 billion in 2024 to R$126 billion last year.
