巴西第三版隐私调查显示,73%受访者用AI工作学习,但半数以上向聊天机器人分享健康、情感、照片等敏感信息,66%担忧数据被滥用,32%遭遇精准诈骗。在巴中资企业需尽快明确员工可输入AI的信息边界。

巴西区域信息社会发展研究中心(Cetic.br)在巴西国家数据保护局(ANPD)支持下,于2025年12月对2500名16岁及以上互联网用户进行在线访谈,发布第三版“隐私与个人数据保护调查”,首次系统梳理巴西人AI使用情况。调查显示,73%的受访者将AI平台用于工作和学习,但半数或更多人向AI聊天机器人分享个人偏好、情感、健康信息及照片;与此同时,66%的受访者对AI公司如何使用其信息表示担忧。对在巴中资企业而言,员工日常向AI输入的内容可能已触及组织战略信息,AI治理与数据合规正从后台议题变为用工与运营的现实风险。

调查由Cetic.br在ANPD支持下开展,Cetic.br是巴西网络信息中心(NIC.br)负责编制信息通信技术指标的下属部门,NIC.br隶属于巴西互联网指导委员会(CGI.br)。本次调查于2025年12月完成,样本为2500名16岁及以上互联网用户。数据显示,AI在巴西已深度嵌入工作与学习场景,73%的受访者将AI平台用于工作和学习。但使用边界明显模糊:58%的受访者向AI聊天机器人分享个人偏好和品味,54%讨论情感和情绪,52%涉及健康信息,50%分享自己或他人的照片,41%涉及个人财务,37%涉及姓名、地址、出生日期或税号。

与广泛分享形成对照的是,66%的受访者对AI平台背后公司如何使用其信息表示担忧。手机和电脑均使用AI的受访者中担忧比例升至68%,高学历受访者中达72%。Cetic.br研究协调员之一Leonardo Lins对《Valor》表示,这些互动可能涉及组织战略信息的分享,企业越来越有必要告知员工哪些信息可以输入这些平台的界限。

消费者端的数据管理实践正在下滑。本次调查中65%的人表示曾阅读网站或应用程序的隐私政策,低于2023年的67%和2021年的68%;检查网站安全锁标志的受访者比例从2021年的70%降至2023年的67%,本次进一步降至63%。网络诈骗数据同样令人不安:32%的受访者曾遭遇利用其个人信息的诈骗尝试,相当于4500万巴西人,20%表示曾沦为受害者。诈骗者联系潜在受害者的渠道依次为消息应用(84%)、电话呼叫(79%)、欺诈网站或应用(71%)、短信(71%)、电子邮件(69%)和社交媒体(67%)。在教育领域,39%的公立学校管理者将隐私和个人数据保护列为采用学校管理软件的主要挑战,25%的受访者认为数据安全是使用数字教育资源的障碍之一。

CBI观察:底稿显示,巴西用户对AI的信任与担忧并存,且个人数据防护习惯在退步。CBI认为,这种“高分享、高担忧、低防护”的组合,意味着企业不能假设员工或客户会自行保护敏感信息。对在巴中资企业,AI治理不是总部IT部门的远程议题,而是本地用工合规和商业信息保护的交叉点。横向看,欧盟AI法案和LGPD执法趋严的背景下,巴西ANPD后续若出台AI数据处理指引,在巴中资企业可能面临与欧洲类似的合规问询。

Brazilians reveal personal lives to AI but fear data use

Brazilians’ use of artificial intelligence is not limited to professional and academic matters. Although 73% use AI platforms for work and study, half or more share personal preferences, feelings, health information, and photos of themselves or people they know with these services. The figures are part of the first mapping of AI use by Brazilians, conducted as part of the third edition of the “Privacy and Personal Data Protection Survey” by the Regional Center for Studies on the Development of the Information Society (Cetic.br), with support from the National Data Protection Authority (ANPD). The survey conducted 2,500 online interviews with internet users aged 16 and older. In addition to work and study, 58% of respondents share “personal preferences and tastes, such as movies or music” with AI chatbots, 54% discuss “feelings and emotions,” 52% address “health information, such as symptoms and test results,” and 50% share “photos of themselves or people they know” during interactions. The least-cited categories of AI use were “personal finances, such as budgets and investments” (41%) and “personal information, such as name, address, date of birth, or tax ID” (37%), according to the survey conducted in December 2025. That behavior contrasts with the concern expressed by 66% of respondents about how the companies behind AI platforms use their information. Concern was higher among those who use AI on both mobile phones and computers (68%) and respondents with higher levels of education (72%). The findings warn companies that they need governance over AI applications in the workplace. “These interactions may involve the sharing of organizations’ strategic information, making it increasingly necessary for companies to advise employees about the limits on what information should be entered into these platforms,” Leonardo Lins, one of the coordinators of the Cetic.br study, told Valor. Important personal-data management practices among consumers declined compared with previous studies. In the current survey, 65% said they had read a website’s or application’s privacy policy, compared with 67% in 2023 and 68% in 2021. The share of respondents who checked whether a website displayed a security padlock fell from 70% in 2021 to 67% in 2023 and 63% in the survey’s third edition. The study also presents troubling data on online scams. Among respondents, 32% had experienced attempted scams using their personal information, equivalent to 45 million Brazilians, while 20% said they had fallen victim to this type of crime. Messaging applications were the main channel used to contact potential victims, cited by 84% of respondents, followed by telephone calls (79%), fraudulent websites or applications (71%), text messages (71%), email (69%), and social media (67%). In education, the survey found that 39% of public-school administrators cited privacy and personal data protection concerns as a main challenge to adopting school-management software. Among respondents, 25% said data security was one obstacle to using devices, platforms, or other digital educational resources.
