Critical minerals council likely to improve sector coordination, mining companies say

Pablo Cesario Vanessa Carvalho/Valor The National Council for the Industrialization of Critical and Strategic Minerals (Cimce), created last week by the federal government, follows a model similar to those used by other countries and is expected to improve coordination within a new and complex industrial supply chain, according to Ibram (Brazilian Mining Association), which represents the country’s major mining companies. Minerals and energy give Brazil an edge, but value chain faces challenge Brazil has assets for a changing world, but investing takes dialogue Valor-Amcham forum sets out to debate global transformations “The council will have a central role, which is precisely how we coordinate complex supply chains. There are several worlds within mining. There’s the world of iron ore, commodities, with many buyers and many sellers, copper. (...) In this sense, this council has the ability to determine which plant we’re going to build, where the smelter will be, where the refinery will be, what incentives we will provide for each of these supply chains, which supply chains,” said Pablo Cesário, the association’s interim chief executive. The council was created Wednesday (16) following the publication of the new National Policy for Critical and Strategic Minerals. The government’s initiative seeks to turn Brazil’s mineral reserves into a higher-value-added industry. The newly created council will be tasked with reviewing operations deemed sensitive to national sovereignty, a measure that initially raised concerns among industry players. In Cesário’s view, the structure simply replicates a governance model that has already been adopted in other countries. “In Brazil, we did what other countries had already been doing for a long time. The Americans changed the rules, the Europeans changed the rules, the Australians, everyone changed their rules to ensure that there is not only production, but that this prosperity is shared throughout society, and I think we need to create a structure for that,” he said. He also compared the council, which will report directly to the presidency, with the Chamber of Foreign Trade (Camex), which has a similar structure. “All Brazilian exports and all Brazilian imports go through an authorization process. Has anyone heard of any problems with this in Brazil in recent years? No delays, nothing,” he said. The new policy, created last week, still needs to be regulated. Ibram expects the process to move quickly. “The first discussions are already taking place, the database is already being built. Of course, I can’t anticipate anything because the meeting hasn’t taken place yet; it is expected to happen in the coming days. But yes, there is pressure to move quickly. And keep in mind that this is one of the main issues being discussed in Brazil today,” he said.
